This medal was officially commissioned by the committee for the 2nd International Conference of Jewish Lawyers and Jurists held in Jerusalem in August 1973. The Congress was devoted to the achievements and legal problems faced by Israel in its 25 years of statehood, and the legal aspects of the struggle of Jews in repressive countries.
