All the representatives of the Congregations unfolded to me their ideas, and the previous work which they now wished to unify, by means of the organization of the Vaad Hoier.
 
Their discussions and mode of procedure was made apparent to me.
 
Several sessions followed under my chairmanship. After delving into the problems of the Jewry of the City and consideration of plans for their definite solution, several decisions and agreements were accepted.
The following articles, embody the principles, by which the Vaad Hoier shall be guided, in its work of establishing itself as a unified organization, working for the advancement of Orthodox Judaism in Greater Cincinnati.
A-
An Orthodox Vaad Hoier shall be organized in Greater Cincinnati, in which representatives from all the orthodox congregations can and should take part, each congregation shall have an equal number of representatives in the Vaad Hoier, regardless of the size, or the financial contribution of the congregation, and each congregation shall have an equal vote in all the undertakings, proceedings and committees of the Vaad Hoier.
