All Congregations joining the Vaad Hoier and any Congrega-tion that in the future becomes affiliated with the Vaad Hoier, cannot withdraw from the Vaad Hoier unless with the consent of the Agudath Horabbonim.

Before entering upon any practical work for the betterment of the Jewry of the City, the Vaad Hoier shall first elect a Renowned Rov, in the fullest sense of the word, a Rov ranked as a Gaon, in the fullest sense of the Orthodox Rabbinical expression and ideals, a Rov who is suitable for such a large and respected city as Cincinnati.
The said Roy shall be known as the Rov of all the congrega-tions, that constitute the Vaad Hoier, and he shall be the Leader of the Vaad Hoier, and his decisions must be obeyed by the Vaad Hoier.
All members of the Congregations and Organizations affiliated with the Vaad Hoier, agree to abide and obey any rulings, interpretations or decisions by the Rov, regarding matters of the Vaad Hoier and any other Jewish matters.
This clause must be fulfilled within three months of this date

As was decided by the representatives of the Orthodox Congregations who participated in the conferences, no Rov shall ever be elected or accepted by the Vaad Hoier, except on recommendation of the Agudath Horabbonim and its Praesidium.
A two thirds vote of the entire number of delegates of the Governing Board of the Vaad Hoier is then necessary for the election or acceptance of the said Rov.
Any disputes regarding a Rov in the Vaad Hoier must be referred to the Agudath Horabbonim for their decision, and their decision shall be final.
No Rov shall ever be elected or accepted by the Vaad Hoier, unless his name shall first be proposed by the Agudath Horabbonim and its President.
No Rov can be admitted to the Governing Board of the Vaad Hoier, unless with the consent of the Agudath Horabbonim.
The Vaad Hoier shall be subject to the exclusive authority of the Agudath Horabbonim, the highest Rabbinical Organization of the United States and Canada.
