After the said Rov is elected and accepted by the Vaad Hoier in accordance with the above procedure, the Vaad Hoier shall then be organized and strengthened under the guidance and leadership of the Rov, in every branch of the activities of the Vaad Hoier.
The Vaad Hoier shall concern itself with problems of Kashruth, for which purpose a definite committee shall be appointed by the Vaad, to be under the Rov.
The Rov shall select three additional members from the City at large, to this committee, such appointees shall serve to aid the Rov in the work of establishing the Kashruth of the City on a sound basis.
All members of the said committee on Kashruth must adhere to the decisions of the Rov.
In like manner definite committees shall be appointed to cope with problems of Education, Charity, Advancement of Judaism and the Rov shall appoint three additional members from the City at large to the above committees.
There shall also be a committee for legal matters concerning the laws of the land, as they affect us, and a committee on finance, and a committee on propaganda.
The above said committees shall be under the leadership of the Rov and their work shall be for the benefit of the Jewry of the City.

The articles rules and by-laws of this Constitution are not subject to change or to different interpretation, without the consent of the Rov and every member of the Governing Board of the Vaad Hoier or the consent of the Agudath Horabbonim.
One member of the Governing Board of the Vaad Hoier may object to any such ruling of change or interpretation, which question is then tabled, until a final decision is rendered by the Agudath Horabbonim.
However, with the consent of the Agudath Horabbonim, only a majority of the total membership of the Governing Board of the Vaad Hoier and the Rov are necessary to make any changes.
Any dispute raised by the Rov or any member of the Governing Board of the Vaad Hoier regarding the interpretation of the Preamble or any section of the Constitution and By Laws must be referred at once by the Rov.
President and Secretary and one of the members of the Governing Board raising the issue, to the Agudath Horabbonim for decision and their decision shall be final.
