The award - a papercut by Jewish artist Tamar Fishman - is presented annually by the International B'nai B'rith Hillel to recognize college projects that promote and enhance Jewish arts and culture. 

The winnder of this award is chosen by a committee composed of Hillel leaders, students, professionals and outside experts.
